Mr. Shell, born in Palmetto, was employed with Trust Company Bank in Atlanta from 1955 until 1981 and was a Vice President in Operations.  He left banking in 1981 to become the owner-manager of the Palmetto Ace Hardware in April 1981.  After seven years in the hardware business and 1 1/2 years on the Palmetto City Council he became the second generation of his family to hold the position of City Clerk in Palmetto, his father being City Clerk from 1941 until 1955.  In his present position as City Administrator he oversees the day to day operations of the City.  He is a member of several organizations and has received the Award of Financial Reporting Achievement from the Government Finance Officers Association for the past five years.

It is the City Administrator's job is to make sure the policy decisions made by the City Council are carried out and that public services are delivered efficiently and effectively.

The City Administrator is responsible for:

  • Making recommendations to the Council, which the Council may accept, reject, or modify
  • Implementing any action taken by the Council
  • Making budget recommendations to the City Council
  • Overseeing department managers, who supervise more than 65 employees
