Why can't the city allow a "relaxed" payment schedule when special circumstances occur?
The City provides arrangements for utility bills under the following circumstances:

A) New utility customers may not have an arrangement to hold their utility bill until after they have had service for six (6) months.

B) Arrangements may not exceed either two (2) arrangements OR two (2) returned checks within any 12 months period. After the 2nd returned check, the City will not accept a check on that utility account for the next 12 months or grant any type of arrangement. The limit of two (2) arrangements may be one (1) hold and one (1) returned check, NOT two of each.
